Even though the Clarion is 10 watts LOWER per channel? I mean I want quality not quantity here but don’t speakers sound better with more power going to them?

I also prefer Clarion to Kenwood, however, in this circumstance I would go with the Kenwood in a second.
The Clarion's Bass/Treble Controls, or virtually lack there-of, as well as several minor issues with it's pre-out's, are enough to make me steer clear of this model.
Either way, both of these units are pretty basic and bare bones, so I would not expect anything fancy.
Throwing in another suggestion, the Pioneer DEH-6 is a great rock solid unit that is well within the same price range. I'd personally recommend this over both of your previous suggestions.
It's up to you...
Keep in mind that more power does not automatically result in better sound, only better response is gained.

Pioneer is your choice, why mightb I ask? I would go for a better head unit but I have these laying around and this is my winter driver any way. It does sound OK though cause it is a wagon. But the Subarus have the stock speakers in all four doors near the kick panel. Not utilizing the rear cargo area??
PS. What do you think is causeing my crackling while turning up the volume? Will this occur when I replace teh stock head unit with the aftermarket ones?
